Characteristics

1. All blocks have an insertion point at the intersection of the edge of the traveled way and the centerline of the side road.
2. All blocks have the attributes appropriate to their specific classifications (curb & gutter, turn lanes)
3. All half intersections have a block for
   1. tangent
   2. inside of curve
   3. outside of curve
4. All geometry is stored in polylines and curves.
